I'd expect a northern truck to be running with a DNR, but southern trucks without rust - that surprises me.

 

I'm sure this is wrong, but I'm seeing those as rests the radiator would 'rest' on while you bolted it in. Those holes for bolt into the side of an upright, the flat tabs would slip into a loop nicely to hold something in place, like a radiator bottom.
...but i've never pulled a Tundra radiator.

Had to go back to the paint store to grab some cabinet paint, check-off some honey-do items. Here's the difference a year makes. Someone in a newer T4R was taking the spot the top pic was in, so I had to park 2 spaces over.
