What they do Brian is get some insurance, pay month to month and then cancel it after a month.

I good way to combat, maybe, would be to require insurance company's to report all cancellations to local DMV for all month to month polices to trip a red flag notice to LEO's that the driver they just pulled over is uninsured. 6/12 month policies exempt, (although some folks could abuse that too, but not near as bad as month to month scammers)

I didn't think registration had anything to do with insurance too. I have a 1990 Lotus Esprit in my garage and haven't driven it in a couple of years and decided to take it off my insurance until I was ready to sell it. (only reason I want to sell now is so my truck can get back in the garage.) Anyways, less than a month after I cancelled my insurance, I get a letter from DMV telling me my registration is suspended for not having insurance. Really? What the hell? How did they even know? And now my smog is due so I have to get insurance again, clear up the registration, then smog it. PITA. So it looks like DMV is working with the insurance companies somehow and they're cracking down on uninsured cars.

Sorry for the PITA Joon but that is actually good news for your state to know that there is collaboration between ins, COs. and state DMV. Each state has their own laws and deal with this issue differently.
I do know that as long as the vehicle is financed the lienholder will require full coverage. If coverage lapses insurance companies automatically notify lienholder of the lapse in coverage.

BS. State farm did DV on my claim last year. You might want to talk to your claim rep about that.

So I am a LEO. When we pull a vehicle over, we gets lots of information on that vehicle... including if the vehicle is or is not currently insured.

However if we are out driving around, being proactive and running plates, we cannot pull an uninsured vehicle over for that violation alone.

Why the hell not? Seems silly to be able to pull someone over for not wearing a seat belt or something and not being able to pull someone for not having insurance. How is that not probable cause?

I'm guessing the reason is because you could have paid for insurance on a Friday night, but by Saturday morning it's not in the system yet.

Seatbelts and registration, while also just infractions, are more obvious and our in-car camera system can verify what we see.
