Wheel well paint

I have an issue with my 16 CM and I wanted to see if anybody has the same issue. The problem is the black paint in the wheel wells comes off when I clean with a brush or even when I run my finger on it. Anybody encounter this?

 

I am referring to the frame portion in the wheel well. I use the same method, all purpose cleaner, brush (not hard) and rinse. The paint even comes off if I run my finger across it. I addressed this with my dealer and I'm waiting for their response. When I talked to the dealer, I rubbed my finger on the same portion of a tundra in the showroom and sure enough black paint was on my finger.

 

I'm in Arizona and will update when I get word from the dealer.

 

It comes off the frame if I brush it and will come off the rubber like coating if I drag a finger across. Did the same thing with a truck in the dealers showroom.
