Why would my phone not be charging from the lighter receptacle?

Just bought my '07 Crewmax SR5 and plugged in a USB recharger to charge my Android. The charger has a digital voltage readout, and it was showing an output of around 13.1 to 13.5 - but the lower right hot receptacle was not charging my phone well even though it was showing the charging icon.

I tried the receptacle inside the seat console and got the same result. The lower left receptacle wasn't giving any readout, so maybe its wire is loose (I see there is a backup camera on the license frame but no way to see it, so maybe the previous owner loosened the lighter wire).

I'm curious why the Android didn't charge up during my drive.

Guess I'll try different plugs or something?

Sometimes it’s just the charging cord

I may be misunderstanding you - but mine is a cigarette lighter plug that leads to a 3-port USB charger. The USB cable comes out to my phone - so I am plugging this into all of the cigarette lighter receptacles and getting a readout but no real good charge.

Looks like if I plug it in before cranking the truck, it will not charge. If I plug it in after it's cranked, it does charge.
