the truck was bought in the south but it was bought new in Boston Mass I took it to a Toyota dealer here in the south they told me the frame was shot. But would not replace it because it was a northern recall and do to the modification done to it

I took it to the dealer because there was a recall on it They told me it was a northern recall only and that it was modified that they do not have to replace it

If they sued Dana the frame maker and they got lump some of money they should replace everyone that is on the recall list if they come forward with an issue with the frame

I'm not understanding what you're asking. You bought a used 15 year old truck without looking underneath. Which I completely understand because I made the exact same mistake before too. Only it was a Ford. But you're wanting Toyota to buy back your truck because it probably spent most of it's life on salted roads and it's rusted to hell?

I know with the Tacomas, they went by VIN and if it was not originally titled in a specific area then it didn't apply

My 02 Tacoma for example was originally sold and titled in NC. It was not subject to recall or buyback because NC was not in that group of states

If OP's VIN falls under a recall, then it doesn't matter where the truck is currently, but time frame and original sale/title location does

I'd talk with Toyota corporate. Just because you bought it and live in the south doesn't make it a southern truck. That and the fact your vin is on the tsb or recall , it should be an easy fix. Not sure if that year was a buy back or frame replacement.
I highly doubt, and I think this is what you're speculating....that Toyota bought the truck back in the northeast, then shipped it south to resell. It doesn't make sense. Likely the person moved there or sold it to someone who did.

A previous owner probably did not know about the recall or tsb and tried to have it fixed. Try another dealer, or Toyota corporate

I said it is possible there is nothing out there to govern it and there is no type of yearly inspection like up north somebody else could buy one of these trucks not being aware of the problem and get hurt

I do remember that when I had my tacoma frame inspected and subsequently my truck bought back, there was a time frame to get it inspected. If the previous owner(s) missed that window I'm not sure if that leaves you out of luck or not.
