    While fixing the heat shield above the exhaust ,just behind the passenger front wheel I noticed this part ripped in two. Any idea what it's function is?

    Agreed. My 07 doesn't have that. Aftermarket. Stupid place for something like that to be there. Probably why it's broken. IE...................Stupid place for a ground connection. IMHO (and looking at the pics... makes no sense at all why it's there :homer:????

    That's a ground strap broken..

    Looks like someone had a ground issue thinking that was the problem and it was added. Maybe

    Yea- it's some webbing or rope, but sounds like it's after market and I should worry about it.

    Webbing/rope??? I know. It was for mice to play jump rope before they start chewing up your wiring..............In this case they chewed their own jump rope in half. See...I figured it out.
