I want to thank all of you for the help you've given. He finally got it done and running. With 4WD. Always a plus.
Anyway, after his tirade the other day, I wasn't about to poke that bear. It was best to let him mull over the info you all provided. And after about the 7th time of removing the ADD actuator, he got it in the correct position. He took it for a spin after filling up the gear fluid.
The reason it wouldn't start was because it wasn't changing gears properly. (Obviously if the actuator was displaced).
But thank you so very much for helping guide us through this frustrating ordeal. It is greatly appreciated.
Next project, carrier bearing and spider gears. Yay.
    Have a wonderful day.

Hey @Kat&Jer regarding shifting and being in the correct gear, you may want to see this thread, look at the pictures in reply #12: https://www.tundras.com/threads/column-shifter-becoming-sloppy.148675/#post-3754935

The 1st gens have a notorious problem with a plastic bushing that disintegrates, which causes sloppy shifting, and in extreme cases, the shifter linkage will fully pop off the link to the arm totally!

The replacement bushing from Dorman is only $10. More info at the link I shared above.

Those actuators can be terrible... really terrible. No room to work and no visibility on that little fork (I assume that's what caused your issues). Glad you got it working.

I replaced one on an older Tacoma and I didn't get it on the first shot. I remember inventing a few swear words that day.

Glad y'all got it figured out.
I can't speak on the spider gears, but the carrier bearing will be easy enough. Just make sure y'all set the parking brake. I like to put a brick or block of wood, etc in front and behind at least one tire, for extra piece of mind. No one wants to be run over by their own truck.

Thank you. I know Jerry is a bit leery of having to so they spider gears. We were waiting on a rear end from the local junk yard, but the owner opted to scrap the trucks instead. Wah! Lol.
But I replaced the carrier bearing in my dads truck. They're easy.
    Thanks again.
Oh, and Jerry won't allow anything to be done without blocking wheels. He doesn't trust e brakes. Haha.
