There is probably a thread about doing this, I just can't come up with the right search words. My 2004 RCLB SR5 has the front plastic instead of a "real" bumper. I'm assuming the brackets behind it are all different from what supports the one piece plastic, and probably even different between different years. Has anyone done this? How big of a job is it? Did they even have the steel bumper on 2004 trucks?

It's been done here. I don't know the specific details but there were supports in additon to the bumper itself that needed replacement. I'd do a search for it to find it. @empty_lord did it on his 05 I believe. He may have a build thread on it if I'm not mistaken.

I looked up the parts on a dealer website and it seems a 2001 and a 2004 are the same. I could probably find all the parts at a junkyard, although the soft black cover and valance above and below the chrome would be badly faded. The top one is no longer available from Toyota.

You can always paint it and make it look like a limited.

My truck came from the factory with the steel bumper since it was a “work” spec. So I’m not too sure what he’d need

You can pull up the parts breakdown of each type of bumper on Toyota parts website, but there are other parts that they don't show. The plastic front fenderwell liners are different for the different bumpers and the steel bumper model also requires the extra "wings" on the skidplate which the resin bumper does not have.
