Driving it home I could tell the HL were pointed too high and this was confirmed by the lack of friends I made with approaching cares. I couldn’t tell if the headlamp adjustment was working and now I why. I seem to have some aftermarket HL with an external ballast. Any help ID’ing these so that I can know how to proceed with getting them adjusted properly.

it's not the aim, it's the fact that you have hid's in reflector housing. That's a no no, they blind on coming cars. Go get some regular halogen headlight bulbs and call it a day
