    Know how many times I have directed traffic in a non-LE manner? Many times- because safety. Granted, I also carry vests, and flashlights in my vehicles should something occur. If someone doesn't listen? Fine. Something must be important to them then someones life or other high safety priority. Those who voluntarily direct traffic at accidents, animals in roads etc, are doing it out of the goodness of their hearts. Are they experts? No, but they're trying to do something about it and slow people down for one reason or another.
