    It actually wasn't his fault. The CEMS (continuous emissions monitoring system) locked up and did not alarm. No way of knowing there was a problem. We have been getting subpar NG too and messing up our Wobbe index.

    Will the Colorado EPA (in Alabama it's ADEM) accept that as a reason? I know ADEM wouldn't. I agree that it wasn't the operator's fault considering that, but that system is faulty. What's it running on, Windows?

    It doesn't fly with whatever our environmental regulator in Alberta is called now. There's a maximum number of hours CEMS can be down for PMs or repairs each month.

    We will report it as malfunctioning equipment, but that will not help a fine. Some plants will trip off line if the 15 min average is out of compliance. This is how I would set them up at least if I was responsible for maintaining compliance.
