    Quick test?

Get your old halogen bulbs. Unplug the connector on the back of both headlights (or where the OEM headlight plug meets the LED driver/balast). Plug the halogens into the connector and leave them dangling in a way they aren't touching anything that will melt/burn.

Go back to the cab. Turn on the truck. Try again. If it works, you likely need a resistor on your LED headlights, for at least one side.

You may also want to take a DMM and test for power at the stock fog light connector. Just in case you, like me, had to use an adapter between the OEM fog light plug and the new fog light.

So unfortunately, I did not have any oem halogen fog lights with which I can troubleshoot.
I did, however, just use a voltmeter and found that I am getting 12v when the switch is on, and zero when it's off.
Also, needless to say, i can hear the relay open when I flip the switch on the stalk.
I would assume, although I never had this issue on my 2006 4runner, that I may need to install resistors, or something, going into the new LED bulbs?
    Any experience on this, gents?

    I mean headlights.

Are you running halogen headlights, or LED headlights?

I'm not sure about that specific headlight fog light. If you're getting 12v to the connector when the switch is ON, then ... the problem is with the fog lights. It's time to reach out to the manufacturer to explain why their product isn't working when it gets 12v. UNLESS you had to use some form of wire adapter between the OEM plug and the fog light. In which case, you need to test the far end of the adapter for voltage, to make sure it's handing off voltage to the fog.

I'm running OEM fogs, Diode Dynamics SS3. I didn't need to use a resistor. I also have LED headlights (mini H4 projectors), with no resistor on that circuit either. I did need to use a wire adapter between the OEM fog light plug and the SS3 units. It was plug-and-play. I also am driving a 2006 with fog on the stalk, although mine is AC, yours is DC. but that shouldn't matter much in this case. Power to the connector is power to the connector.

OP, removed that LED crap from your headlights. Install halogen H4s and it should work. Mine didn't work with LEDs installed. A resister may help in this situation.

Ok. Problem solved. I believe the actual electrical connection housing is installed backwards.
In the position where they actually "click" into place, the lights don't work.
Flip them around, and they work, but don't "click" into place.
Appreciate the help. Stupid that I didnt figure it out quicker. I'll contact the manufacturer.

This is what I was suspecting, hence 'test the connector', glad it worked out.

Usually those connectors are easy to re-pin. There's a half dozen different styles, but most are similar. They could send you a new connector, or you could just repin the existing one and be done with it.

Give us a review on those fog lights (ease of install, fitment, brightness, etc.) please. I've been eyeing them for a bit, just not to the point of pulling the trigger.

So far, in the one night I've had them, they seem good for the price. Nice wide spread in front of the truck. Doesn't extend incredibly far out in front. I was worried they would rattle, since they aren't bolted on, but they seem solid. Other than the connector issue, I'm happy with the purchase. Right now I have the connectors electrical taped.
