    Even when you blend within the panel you are still applying clear to the entire panel. Blending is where you feather in the basecoat into the repaired panel for the color to match and then you clear the entire panel. To repair a panel you sand the affected area down and then add body filler where necessary. You then paint the damaged are with basecoat(color) and blend within that panel if it's not on the halfway mark.
