I always fill up my tank when it's half empty. Anyone else? Is this safe?

That was probably a misunderstanding from some of the diesel cars at the time. Changing the filters on my wife's diesel was major pain. I had to fill the filters with diesel, leave the larger of the two slightly loose, and pump all of the air out with a manual pump built into the fuel system and then tighten the filter. Running out of fuel led to a longer process since all of the air had to be purged. The manual pumps were notorious for leaking if they weren't closed tightly, and most owners replaced the manual pump every couple of years to avoid leaks.

It doesn't waste time. You can fill up an empty tank in 4 minutes or you can fill up a half tank in 2 minutes and do it twice as often.

Yeah, wow, that's got to be a very strange and terrifying experience. I think if I lived in such an area I'd drive myself crazy trying to be (over-)prepared - and worrying.

How could filling up when the tank is half full be unsafe in any way?

I've heard from some older gentlemen that if you don't let the sending unit make it full range of motion it could build up gunk and stuff. And then it wouldn't be able to move past that point.

I feel like that comes from the days of 3k oil changes and 25 cent gas. A holdover myth.

This older gentleman never heard that myth, but I do remember 45 cent gas.

I just replaced a fuel pump in a 94 nissan truck and the way that thing had rust and gunk built up I could totally see how it could happen.

That happens when you let the fuel level get too low.

I fill my truck up this way (38 gallon tank), once I get to 1/2 - 1/4 I usually fill up. I try to keep my vehicles above 1/4 at all times, never know if you get on the highway and there is a multi-hour backup.

I add SeaFoam often, it solves the H2O problem and keeps everything clean.

I hate going to the pump to fill up more than i have to so i run most of my cars down to when the light comes on, much to the dismay of my wife. She hates it haha. It does make for a big $ fill up though.
