Help Please - installing OE fender flares

    3” lift, black step bars, aftermarket wheels, LT305/55R20 was this way when I brought it.
    in the front should there be some clips to install the center part, of the flare (at the top) when I look on youtube it looks like I need these. or maybe a bracket that is installed on the inter fender first (the reason I ask, Installed the flares and the top 2 holes don't match anything) the rest of the holes match fine. and they came off the same year.
