I know for sure of one of the fabric type liners are missing. Why they're fabric makes no sense. But also was wonder what else I'm missing?

I have a 2015 and, just comparing your picture to my truck, it appears that you are missing the bumper liner (plastic on mine), the front mud guard (rubber on mine), and fog light. Here are a couple of pics of mine:

Does anyone know the purpose of that lower flap secured with 2 small bolts in the very last picture? I was thinking about removing them because of the occasional rub on my tires.

its supposed to push the air around your tire to decrease wind resistance and increase gas mileage.

Awesome, thanks for the picks. I think I will go to Toyota and see if I can order those. I want to keep mud and dirt from being slung in to the inside of the bumper

I believe there is a bracket that goes under the plastic liner on the outer two bolts that go to the bumper ends. You will probably need that bracket as well.

Yeah, you'll need the actual plastic inner liners, and the "liner extension seals" - 1 for each side to tie the plastic inner liners into the bumper caps... 538820c060 and 538830c050, they are about 12 bucks each. Talk to @Roman and he can get you set up, he helped me!
