The outer cover has a Mark that lines up with the Mark on the crank pulley. No need to pull the lower cover

I got the tensioner out without taking out the fan shroud or radiator, i didn't have a 12 mm joint socket for my impact so i had to find a torque wrench that when spun had about a quarter inch of clearance from the radiator. I didn't realize a short 12 mm socket caused the torque wrench to interfere with the long metal tube of the tensioner, and after 3 hours of slipping with my 35 degrees of arc to work with, i swapped to a long 12 mm socket and it budged. Nothing moved at all, everything is marked and belt looks loose. My bolt is a little stripped, im nervous to put it back in. I ordered them and they will be in in 3 days.

I'm glad I ordered new bolts, nice square edges super easy to work with. I snugged up the new tensioner and pulled the pin, everything looked perfect literally nothing moved, very nice. I put back the 1 idler pully at the top I had to remove to budge one of the timing covers, and then put on the drive belt and it fired up nicely, however, that damn whistle was still there. I had an oil change done by the dealership a month ago. Is it possible the filter is faulty. Is it possible they used the wrong oil? Would this cause a whistle in a 4.7 on cold start?
My drive belt assembly and timing assembly is fine.

    Whistle or squeal?

What serp/drive belt is installed currently? Part number, brand please.

    Does it ever go away?

Did you take the serp belt off and spin each pulley individually to see if any are making noise?

More of a whistle sound. Toyota drive belt. I took off the drive belt and it still makes the noise.

Bummer...that eliminates the easy stuff. The tensioner pulley, the idler pulley, and the water pump are the next most likely culprits. Here's a pic of the things the timing belt "drives:

All of those were replaced 2 years ago by dealership, just called them and verified part numbers.

May be worthwhile to take the truck in for an hour of diagnostics then. If the dealership finds it's one of those pulleys, then they should replace it, at least at a discount? You may've gotten an unusual defective part.

Oil seems full but if i got an oil change and this sound came about right after, that's a little fishy. I will perform and oil and filter change tomorrow and post results.

Is everything clamped down correctly with the air box and intake? My dad got an oil change last year and after inspecting his air filter they didn't put the cover back on all the way. It was throwing codes and making noise.

Would they only remove this for inspection purposes?

Alright guys ill be bluntly honest, I pulled the drive belt off when she was a little warm 3 days ago and turned her on, and I heard some noise but I must've been a bit anal because after pulling the belt off right now when she was real cold the noise was gone. So i am sorry I mislead you guys. Here is where I am at, I got the drive belt tensioner, the alternator, and the idler pulley at the top reinstalled. What is left? I am targeting that fan...

So wait ... you pulled the serp/drive belt, and the noise isn't there?

You're saying the serp/drive belt was replaced by the dealership a couple of years ago earlier, did I understand that correctly?
