2006 Phantom Gray Tundra TRD Access Cab

Trying to figure out why my low beams are always on. My truck is a 2006 AC. Low beams come on as soon as the parking brake is released and the ignition is on (switch in off position). DRL module does not appear to be tampered with. I ordered a new relay, but most of the relay failures I've researched on line made the lights stay on even after turning off the ignition. Anyone ever have this issue?
