    Because the part that attaches to the a-pillar (the plastic piece, called a garnish) needs to have the holes/cut-outs for the handle. Also you need to put an extruder nut through the hole behind the a-pillar garnish, so you can install a bolt through the handle and garnish.

    I just recently did mine and got the assembly minus extruder nut/bolt from a junkyard.
