What the heck is going on and how can I fix it?

The passenger side rear seat is stuck in the up position. The release handle is not loose, but operating it does not release the seat bottom to the lowered position.

    help!

Does the handle feel normal? Try pushing the seat towards the rear window while squeezing the handle then see if it will swing down. I’ve had it stuck down when it is squeezing something and releasing the tension has always worked to get the latch released.

I did that. I also found what appeared to be a vinyl cable that moved with the handle movement.

I wiggled the cable, the seat went down, NOW IT won’t go up!
