    Leaky fuel injectors are most likely the problem . I would have then pulled and sent in to a local gas injection cleaning shop. (Do a google map search). You would be amazed at the difference in performance. Sonic cleaning, static and dynamic cleaning under pressure while cycling at 20,000 hz pressure pattern and leak tested then flow matched to 1% New o rings and filters even hoses instald

    Fuel pump is controlled by ecm, they are variable speed based on demand, when they where out and still work they just become week and pump less and die. Less fuel equal less power, hesitation, possible lower mileage but I doubt it . Faulty FPR on the other hand can do the opposite by allowing a higher spray volume per injector/cylinder.
    Faulty foot pedal with the drive-by-wire system could be miscalibrated or due for a recall and reflash. Look up you vin on Toyota site
