2.1A USB ports - are they continuously powered?

    So I have ab LED dongle that would be perfect to light up the center console but when I plug it in it stays on for ~18 second, goes off for 4 seconds, goes on for 4 seconds, off for 4 seconds and back on for 18 seconds and then repeats.

    I've used this dongle in my 2019 RX350 without any issues.
    If I plug a phone into these USB ports I don't lose power at any point. If I plug the dongle into the USB charger powered by the cigarette lighter it stays on.

    Anyone know what is going on here? My guess is the LED isn't pulling enough power and in these cases the 2.1A USBs cycle on and off?
