Big thing now is to trace where you stop getting power in the circuit. Given the relay(s) are the source of switching power between high and low, ideally, that would be you testing at the relay socket(s). If there's a relay in the dash on the back side of the fusebox, you'd test that. If there's another relay up by the battery box, you'd test that socket too, I think?

RE: Water damage at the in-dash fusebox. Usually it impacts multiple circuits, so your symptoms don't fit. But you typically can't just "see it", maybe sometimes you can see traces of green on the back of the unit, but it's typically inside. Here's a sample pic & pic & pic, it's been an inssue with multiple members on the forum.

Oh and my old ass eyes can't see the words in lowlife's pics above, but your wiring diagrams are PART 1 and PART 2 and FSM was HERE at the time of this reply.

Those are 2 of many helpful documentation links near the top of THIS STICKY THREAD.

It appears maybe the headlights have feed coming from ECU into pin 18 of connector going into fusebox and are grounded inside the fusebox. Line from ECU and line out to engine bay is red w/green stripe for your DC. Maybe start testing there with power, headlights on. I assume wire 18 is feeding power for DRL, so I'm sure there's probably another circuit or relay somewhere. Also clearly turn signal are on a separate circuit. Failure could be bad ground where you see "BEAM", or could be pin 18 feed or something down the pin 17 feed.

PS - you could also test for 12v at any of the fuses I showed previously to see if any voltage is making it to the fuses along the way. Maybe it makes it easier to identify where power is being lost in the circuit, since there's so many hops?
