4hi won’t lock in

2006 tundra 4.7 double cab

When ever I go to put my tundra in 4 high it just blinks and doesn’t go in but if I turn the truck off while 4hi is blinking and than turn truck back on it’ll lock into 4 lo ?
I can only here the tcase actuator wen trying to put it in 4 high
