    I think you are supposed to go behind the plastic and hook it under the seat.

    Tuck the cover into the sides between the plastic

    latch hooks underneath

    So basically as stated above, the straps do go behind the plastic and clip to whatever you can get them to clip to. I tried to take a few pics to show where i clipped mine, but the seat rain was in the way. Anywho, this is how mine looks.
