I think there is a test you can perform to see if there are hydrocarbons in the coolant. At first I thought it may have been casting sand that could have been left in the block and circulating in the coolant, I know the 6.0 power stroke had that problem. But after looking at the second picture I really dont know, because it has a bigger footprint. You could get a suction gun and pull it out from the bottom of the coolant reservoir, and then inspect it in a shallow bowl or tray, if its oil you should be able to tell by rubbing it in between your fingers.

I did flush the system today. It is white looking fibers I would say. Not oil as it just sits at bottom.

As you said it does looks like something from casting. But it is not oil though. I will keep an eye on it all new coolant in system now.

Fibers? Like small strands of string?

It breaks apart when I shake the bottle but after sometime settles at the bottom which is what happened in the expansion tank.

I suspect those deposits represent precipitated inhibitors or aluminum corrosion products due to (1) contamination of the cooling system with other products, (2) neglected maintenance, or (3) out-of-spec coolant with too-much or too-little corrosion inhibitors. These alone do not represent a serious condition, or anything that can be repaired. If you want to confirm this diagnosis, you can collect a sample and have it analyzed (See link below).

    https://www.labcheckresources.com/w...2/Coolant-System-Maintenance-Guide-FINAL1.pdf

Thoroughly flush the cooling system to remove the precipitated solids and replace the coolant with Toyota or Zerex Asian antifreeze. If you buy concentrate, only use distilled water for dilution.

Toyota coolant was one of the original long-life coolants, and I believe uses HOAT (hybrid organic acid technology) chemistry. It should not be contaminated, or "topped-off", with anti-freeze using other chemistry types.
