So I thought I would help out the next poor sob who tries to fix a horn on a Gen 2 Tundra. The horn relay is in the fuse panel under the hood, but...... It is part of the fuse holder. There is a plastic body that holds the fuse for the horn. That plastic body is also the relay.
Toyota provided almost enough wire to unclip that panel and bring it up. The key word in that sentence is "almost".
I want to thank the members here that provided wiring diagrams and other help about the clock spring. In the end my issue was a mouse chewing through a couple of wires under the fuse box.

    Thanks to all

    Towman
