Is the track system standard in a 2021 crew max limited with the TRD package?

Are you talking about the deck rail system? If so, I don't think there's a standard package or trim level they come on.
Some trucks have them, some don't. Its a cheap and easy install if you get a truck without them. Most folks just install some uni-strut from Home Depot, way cheaper and works just as well.

Really asking because I’m trying to preorder a bed cover and need to know if it has it. Once you put on the cover the system is supposedly useless.

The rail system is not useless with a cover on. My tonneau actually attaches to the rail, and I still have use of the tie downs and have all sorts of stuff mounted to it. I also have LED strip lights stuck to the bottom of the rail all the way around for bed lighting.

Sounds like you're waiting on a truck and are ordering parts in the meantime. If so, see if you can get the build sheet for the truck and check to see if it has the rails. It will say something like "5.5' double wall bed w/ deck rail system" if it has them installed.
Pretty sure that's a factory installed option, and not a port-installed add-on, so it will be right on the window sticker and the build sheet.

Edit: @AzureNightmare came in with the goods above.

I have a 2020 crew max limited with TRD package and my truck came with the deck rail installed. I bought the Access Original roll up cover and fit great. And buy the way the deck rail tie down system is still useable, the only cravat is you have to put the tie downs in-between the cover mounts as you install the cover. Still works and I'm glad I have the system.

I'm really curious about what LED's you purchased and how you installed them. Can you explain your install? Thanks!
