The Rago Fabrication Toyota Bedrail Flag Holder will hold any flag pole that is 1" or under and is secured with a set screw to ensure your flag flies safely. It is made CAD designed and is made with 3/16" steel plate and 1-1/4" DOM. IThe flag pole holder is made in the USA by Rago Fabrication and is powdered coated for extra durability.

Might want to think about a rail mounted adjustable led flood light. I'm thinking maybe you could find a solar rechargeable path light and modify it to work really well for the night light. Maybe a few bigger cells in parallel would hold until sunrise. No sun due to bad weather, flag comes down anyway.

For a flag, that's plenty strong!

I'd say stronger than the rail it's mounted to, and probably stronger than most of the bed structure itself.
