Do you tip the guy who does safety inspections? I never have in the past but today he kind of stood there after giving me my change back kind of like waiting for a tip.
    What’s your thoughts on this?

Nah, tipping is out of control now. where I live I don’t go through safety inspections or have to do emissions, no way I’d tip them.

Just checking if I missed the memo lol. Same here, tipping for stuff is getting out of control.

I tip people who mostly don't do much of anything special only at places I patronize frequently and they all know me and I think it will get me better service or special treatment in the future.

Also if there's teens and college kids working I'll toss something in the jar just because I think they deserve that encouragement.

If you don't do anything above and beyond for me and I don't think the tip will accomplish anything for me I don't give it. So for instance if I was under the impression my safety inspection guy had the pull to get me in for something when I was in a pinch without an appointment or get me in and out faster than normal he might get a few bucks out of me here and there.

Tips in those scenarios have to involve something in it for me besides the basic services everyone gets. I don't think that's an unreasonable expectation.
