There should be a panel on the inside face of the tailgate that you will need to remove. (Mine is fastened with torx bolts). Once you remove that panel, it will expose the mechanical components and linkage that operate the tailgate latches. You will need to access this space to replace the handle. You should be able to manually operate the linkage to open the tailgate.

My panel (2011) is a little different than the one in this video, but the concept is the same. You will need to get into the bed of the truck to remove the panel so that you can drop/lower your tailgate.

My bed has a back flip cover on it. When the handle on the tailgate broke I had to cut it away with some cutting pliers and needle nose a little bit at a time. Took about 10 minutes. Once all the pieces were cut away, the two tailgate wires were exposed and then I was able to open it. Bought the replacement on Ebay for a few dollars and good as new,

Be very careful with an angle grinder......you don't want to get involved in body work....
