Rusted Step Boards in 2019 Tundra vs. Toyota Warranty?

Hey All, I've been driving various Toyotas for several years. Never rust problems. Never, until I bought 2019 Tundra. 16 months and 12,000 miles later I noticed that both factory installed step boards are rusting badly. A dealer refused to replace / fix them because "there is no perforation".
Have you experienced similar issues with genuine boards / guarantee challenges? For clarity, the truck was never abused / used for off-road driving.
