Can the main fuse being blown be verified by eye sight? If not does it have to be removed to check with a volt meter?

It has a sight glass to look down at the fuse element but normally they are dirty or really hard to see.

    What are your issues?

The "windows" are here. The main fuse is really a series of fuses. Look down each window to try to see if the fuse element for each is good or if its burned/broken
