PO412 won't go away even with hewitt bypass

    2007 tundra standard cab long box
    Hi everybody, I just bought a 2007 tundra with a 5.7 L. It has a PO412 code that won't go away. It already has a gen 1 hewitt bypass kit with the valve solinoids installed. But.... I am still getting the code, can't clear it with the obd2 reader but I can get it to disappear for about the first 3 seconds after startup if I pull the negative battery cable for 5+ minutes. I am getting all the normal lights but the truck drives fine and doesn't go limp mode. Hewitt was very helpful but based on the code and the installed parts they believe the problem is in the factory wiring somewhere.
    However all the wiring and everything I can find appears to be OK.

    Does anyone have any similar problems that might have lead to a part to replace or check out?
