    It's a nice "feel good" publicity stunt just before election day, but it won't change anything. It just thins the competition a little for the rest of the crooks, and may have been instigated by one of this batch of crooks competitors. If the legislators want to make a difference, all they have to do is pass legislation that caps the value of a used catalytic converter and their components at scrap steel prices. Dry up demand, and the supply chain will collapse.
