How to repair my integrated horn relay

    03 tundra 3.4 v6 automatic 2 wheel drive standard body 8 'bed base
    none
    When I shorted the horn wire at the clock spring I got a clicking sound under the dash but no horn. I think it must be the relay. It appears that it’s an integrated relay that’s built into the fuse panel. Under the dash does anyone have any advice on how to fix my problem thank you
