    Welcome to the forum.

    Horn is a simple circuit.
    Was the fuse getting power?
It might be a bad relay.

Was the fog fuse getting power?
I think they only come on with the headlights on low beam.
    Maybe another bad relay?

I'm not sure what a Townville Hitch Light is, but if it is a light that goes in the hitch, it should work as long as the parking lights work.
Maybe post a pic of it..

The fuses may be good, but are they getting power?
Finding your issue is simply following the current and seeing where the power stops

The horn issue may be related to the spiral cable in the steering wheel, but not the fog lights.

I would test the fog light wiring at the bulb with a multi meter and see if they are getting power and a good ground.
I would do the same with the horn, have someone trigger the horn at the steering wheel and see if the horn is getting power.
