2003 Tundra

I have a 2003 Tundra extended cab. Lately when running or off it has this very loud high pitched noise. It sounds like it's coming from the driver's side under the hood. When it's raining is when it seems to start acting up but occasionally does it on a dry day. It sounds like the high pitched noise your ears make when they are "ringing" but much louder! Please help!!!
