High beam issues

Hey Guys! 2011 DC RW... When switching on high beams the blue indicator light comes on in the instrument cluster, the fogs turn off, but the high beams do not come on. I've replaced the bulbs, installed new fuses and swapped the DIM and HEAD relay. Checking for voltage, if I pull the 15A high beam fuse from either side, I am only getting .3 volts, 0 volts when switching high beams off. Any ideas?
