Wanted to replace my rear seat power port with a USB, so I bought this one:
    https://www.amazon.com/Cllena-Charger-Socket-Outlet-4-2A-Blue/dp/B01HPSY596?ref_=ast_sto_dp&th=1

It came, I removed the rear console and took out the power port. Cut off the toyota connectors, swapped on red female connectors, crimped them down and plugged it in. Red to pos and white/black to ground. no joy. reversed them. No joy.

Disconnected them from the new USB and connected them to the old power port and it lights right up. So it is not the connector or the fuse.

Could be the USB port is bad? is there a power limit to the port, and would a 2 2.1 port exceed it?

    Thoughts on how to resolve?

Fuse? It should be as easy as your process... try a 9v battery to the USB and see if it lights up

Not fuse, since the old one still works. Will try the 9v and see what I get.

What did the 9v battery do?

ACC has to be on for it to work.
Either engine running, or key turned to ACC.
The 12 volt sockets are not powered when the engine and/or ACC is off.
You might have got a bad plug.

I installed something like this in the console.
I didn't cut the leads off the 12-volt connector, I simply tapped into the wiring with Posi-taps.
It works fine as long as the ACC is on or the engine is running.
