Help Identifying Screw and Nut

I was working under my Front Bumper Center Valence and I noticed that one screw and nut was missing and another screw was barely hanging on due to the plastic nut being split in two. Does anyone know what the part numbers are or some off-the-shelf replacements for these?

 

I'm going to guess parts 7 and 8.

But I think since I installed the TRD skid plate, years ago, I might have retainer clips in there now..
