2007 Toyota Tundra

I have a 2007 Toyota Tundra SR5 5.7. The 4x4 is not engaging and both the 4x4 lo/high just flashes. I had a shop tell me the actuator and computer needs replaced. I'm not sure why the computer would need replaced. Has anyone had this same issue. I'm trying to due my do diligence before spending 4k replacing actuator and computer. I appreciate any help.
