    My blower will not turn off when truck is turned off and key is taken out.

    Ah, the infamous cowl leak again.

    Either that, or driver’s side leak into fuse box/etc.

    Unplug the Heater relay in engine bay which will somewhat narrow down where possible water penetration alluded to in above posts is keeping relay energized....before or after relay.
