Fender Flare prices

I'm considering fender flares and, in researching options, there seem to be two distinct groups of prices. On eBay, there are a lot of options and most are under $170. On dedicated sites like carid.com and others they generally start north of there, often in the $300-$500 range. Is there a quality difference that justifies this difference?
