    Could double sided 3m tape work? I have the fender still and it is not damaged other than the clips on the inside are gone

    I'd imagine so if both sides are cleaned well. Gonna want to keep air from getting beween the leading edge. I've had good luck with the 3m tape. Not on a fender flare, but sticking wires to the top of my rad shroud & my lawnmower has had a pipe cap taped to the engine cover for 2ish years. The 1/8" thick black kinda foam stuff.

    my bad, i used scotch.

    3M=Scotch!

    But there are all kinds of different variations for different applications, and figuring out which you need for this application is the real work.
