I don't really know what to call it because it's not really a skid plate, but its located where you would bolt on a front skid plate. There is a fabric piece bolted on. Being that it is fabric, what is the purpose of this piece? Can it be removed without disrupting any of the other functions?

Well it could be somewhat of a skid plate but its not. If you want some real protection you could get a TRD skidplate or an aftermarket one. Many brands have been discussed on here.
From personal experience I really like the RCI skidplates and have used them on two of my current Toyota vehicles.

It’s not a skid plate, just an engine splash shield. There’s a ballistic nylon skid plate and the better TRD skid plate.

TRD Sport is more of a street truck so it doesn’t get any skid plates.
