Emergency Brakes

    2011 Tundra DBL Cab SR5
    I need to rebuild my emergency brakes as they failed inspection and the one side is non existent due to rust. One shop says I need to replace the backing plate which is also rusted out. In which case it looks like I am better off just buying a whole new axle shaft for not much more.

    But not sure why this would need to be done. Is there any good videos or instructions on redoing the emergency brakes? I see videos on adjusting them but nothing on replacing.
