So i'm restoring a bike for my dad. It was last registered in 2003 when i gave it to him
My mom did a non opp on the bike bake then but only did it for one year, well now 2020 Im ready for the bike to be on the road but the DMV is telling us we owe 800$ plus in back fee's. WTF ?

Is there anyway around that? The title is in his name. if he sells or gifts it to me would we still have to pay?

Yes, I would advise you get a Triple A card for a year. Do the transfer title at the AAA.

There is a DMV form called statement of facts. Its pretty much a blank form with lines to write in your explanation.Write down that the bike was never moved from date of non operation until now. You should be okay. I don't understand why the non operation was only for one year. I believe its continuous until you want it registered again. If they keep giving you trouble, ask to speak to a supervisor.
    Good luck
