    The 3 digit # is load index, 116 = 2756 lbs, 123 = 3,417 lbs.. The letter after the 3 digit is the speed rating, T = 118 mph, Q = 100 mph.. XL and E1 are load ratings, XL is a P-metric rated tire, E1 is a ply-rated truck tire.
