Axle leak

    That's your tie rod/steering rack. The inner tie rod connects to the rack right under that boot (known as a bellow).

    Unless there's an oil source dripping down onto that bellow, then you have a leaking steering rack, and the rack will need replacement or a rebuild.

    Just adding to that already-great reply:

    If it's a seal leaking inside the rack, a seal conditioner like AT-205 may shore up the leak. I had a similar leak on the driver's side of my rack after lifting, and after about 600 miles, I haven't seen any evidence of new leaking.

    That said, these 1st gen trucks are known to leak at the power steering lines above this spot, passenger side. And are absolutely freaking notorious for valve cover leaks dripping on everything below, it's something that always seems to happen once the truck is 10-15 years old if the valve cover gaskets and/or their hardware aren't replaced.

    With how wet that appears on the top half of that spot, I'm very skeptical this is your rack leaking. Seems more likely something above it is leaking. Dig around, take some photos and post them up.

    Look at the high pressure hose above this where the clamp holds it to the frame.
